Yes, Here are few colleges which I will suggest you to study B.Sc Computer Science for 1 year before moving to Germany for a Bachelor's degree in Banglore :
Since you are applying for German universities, Mostly German Universities do no except transfer of credits from most of the colleges so first you have to check for that . For the time being
1) IISc Banglore is the only college where German Universities accept the transfer of credits .
But there should be no entrance exam so there are no colleges in Banglore where you can pursue B.Sc one year and then move to Germany.

No, completing your master degree from a college affiliated with Guru Nanak Dev University (GNDU) and your bachelor's degree from a college affiliated with Punjab University (PU) won't cause any significant problems. For getting admission to Petroleum Engg. courses, you should begin by checking the eligibility criteria for the course at your desired colleges.
