Hi Saksham,
Yes you can apply for psychology course through Delhi University after 3-4 years but by that time the cut offs will go very high with the University looking at this year's cut off list.
If not regular you can go for a correspondence course with DU as they conduct weekend classes at Kirorimal for correspondence courses.

Most Institutes have classes for maximum 2 hours in a batch everyday so I believe it will suit your schedule.
For your reference, following are the institutes who are offering the Chinese (Mandarin) Courses:

From my side i would suggest you try n get admission in only and only government collages or the best option is IIM. FMS delhi is a option and MDI gurgaon. Try and get Admission in any of these two option.
