First of all, IIT Bombay doesn't offer BTech courses based on Home State quota. Candidates with All India quota from any state will be eligible for the counselling rounds. So, if you belong to Delhi, then you are equally eligible than that of a candidates belonging to Bombay. Further, IIT Bombay cutoff 2023 has been released for various All India quotas including General, OBC, SC, ST, EWS, and PWD categories.
