No, you cannot select Hindi instead of English as English is a compulsory subject to add in the best 4 percentage. You can add your best 3 subjects with English and then calculate your best four percentage.

For a general candidate, it seems difficult but you can go through to the below-given link of DU cut-off for 2017, you'll get some idea of 2018 cut-off:

Physics, chemistry, maths and one language subject (English) will be considered in best four subjects.

I don't think so because usually for this course, the cutoff is high but it you may consider the previous year cutoff of DU to get an idea of 2018 cut off:

For best four subjects you just need to add the maximum marks obtained in top four subjects and divide the resultant from 4. For example. If I was having five subjects in class 12th i.e. Accountancy, Economics, Mathematics, Business studies and English, then add the maximum marks obtained in your top four subjects and then divide the resultant from 4 and you will get your best four % for DU. I think you can get admission in good colleges because usually, for SC candidates, DU lowers the cut-off.

Congratulations. Yes, you have chances of getting into DU. But every year, the percentage for each course will increase. You have to wait for 5th and 6th cutoff list for getting admission into political science. Thank you and best of luck.
