No, even if such course is offered it would be invalid and distance learning MBA doesn't have AICTE approval. As per UGC guideline a PG degree has to be of 2 years duration.

MBA HR is a good option and IGNOU provides a good MBA course. You score may be a problem but you can still try for it.

Yes, the universities which are approved by UGC & DEB are good to pursue your MBA but currently the issue is that SMU is having approval of DEB till 2017 only. So, the students those who are completing their MBA in 2017 will be considered as a valid student. Also, SMU does not have its information offices to provide services as well as information to their students.
May I know your current location and your last qualification as well as your interest for the specialization?

There are multiple functional specializations in MBA such as finance, marketing, human resources and operations which you can be considered based on your requirement. You may also evaluate sector specific specializations like travel and transportation, hospitality, etc.
