Ofcourse being a commerce student you are eligible for getting any higher post and any high-ranking examination in India. And talking about DSSSB exam of course you are eligible no matter from which postcode you come.

First of all SSC is central government organisation while dssb is Delhi government organisation. The SSC CGL job posts and the DSSSB TGT teacher are two different fields.
