No, it is not possible to get admission in DTU with this score, especially if you are an outsider. They have only 15 % reserve seats. So you should improve your marks if you want to get admission there otherwise you can go for NITS.

Yes, you can get BTech thorough Lateral Entry in CSE. Many colleges do offer lateral Entry and many colleges don't. Just research into which college you would like to go and get admitted and accordingly fill out their form. Some also conduct entrance exam and some colleges take direct admission. The college offers fee concession every year of about 50% to the needy students and even 100% to some who cannot afford the fees. It requires form filling and attending the interview. Otherwise, with government aid, you can avail interest-free student loans which the student will pay once placed.
