Delhi Technical University has its own application form for lateral entry. It is released on their website. You need to qualify the entrance exam conducted by DTU to get admission.

To get admission in DTU, you need to qualify LEET exam.

Sorry to say, but your JEE Mains score is very low so you better apply for other private colleges.

You are supposed to give LEET exam so that you can apply for lateral entry in DTU, you will get admission in the 2nd year of B.Tech by skipping the first year and it will have the same value.

If you want to do B.Tech after Diploma then you will apply for lateral entry scheme in which you will get admission in the 2nd year of B.Tech directly by skipping the first year and degree will have the same value, you are supposed to have more than 60% in boards as well as in Diploma.
