In order to have brighter and better career based on meritocracy, you are advised to stick to the private sector. Also, where are government jobs in circuit design except in R&D centers and PSUs? Anyways, now government jobs are also not very lucrative with withdrawal of life time pension and other benefits.

Yes you can, if you are confident to crack IIT-JEE with a good rank. Investing 1-year for B.Tech will be more fruitful if you get into top IITs or NITs or IIITs. You must be sure about your preparation for coming months so that you give your best shot and secure a good rank.

I would also suggest you to appear for individual state examinations (OJEE in Odisha, EAMCET in Andhra Pradesh/Telangana, COMEDK in Karnataka, etc.). These exams also guarantee you good colleges and serve as a backup in case things don't end up the way you've planned for IIT/ AIEEE.
Every state has its own share of good engineering colleges. So, don't underestimate or overlook them. They can prove to be vital. The more the entrance examinations you appear for, the

If your aim is to pursue engineering from IIT only than you have one more option taking a drop of one year and try crack IIT next year.
You just focus on basic concepts band its application you can crack IIT thus year itself.
Good Luck.
