Just like JEE Mains and JEE Advanced, GATE exam qualifiers also need to go through a counselling procedure. The main steps that are followed here include:
Online registration: In this step, the candidates who are GATE qualifiers need to register themselves in CCMT and COAP. Once the registration is done, the candidates need to pay the counselling fee online and confirm their registration. Post this, the candidates are allowed to fill the program of their choices as their institutions.

Yes, you can sit on counselling of two different states for BE and B.Tech admission. Preparing for an entrance exam like JEE Main or for that matter MHT CET or KEAM is no walk in the park.
