Yes, there is a reservation for physically handicapped student in IIT.
Persons with disability (PWD) 3% seats in each of open, OBC-NCL, SC and ST category seats. The benefit would be given to those, who have at least 40% impairment irrespective of the type of disability i.e., locomotor, visual or severe dyslexic.
Leprosy-cured candidates who are otherwise fit to pursue the courses are also included in this sub-category.

Appear for JEE Mains examination and score good based upon your desired branch. You should fill the JAC – Chandigarh form.
If you mention your desired branch I will tell your approximate cutoff score.

Your JEE Advance score will take you to the mighty IIT's. Further, there are some state level exams like PCET, JKCET and KCET, which are considered by the state government and some private colleges.
Institutes like BITs, VIT, etc. have their own entrance exam for admissions. The Diploma holders may get into an engineering college through LEET and other tests.

B.Tech Mechanical, Production and Industrial engineering has overlap of up to 80-90% with syllabus of Manufacturing engineering. I will recommend B.Tech Mechanical Engineering over B.Tech Manufacturing Engineering
