To be eligible for Engineering after completing 10th standard, either you need to complete your 10th standard or pursue Diploma in an engineering field. As you have completed Diploma in a non-engineering field, therefore, I regret to inform you that you are not eligible for engineering.

The eligibility for joining arts in BA is passing of 12th. For admission in engineering, you need PCM or PCB in12th and clear CET conducted by state govt or COMDEK.

The minimum eligibility criteria for admission in RV College of Engineering for Electronics and Communication branch is 50 percent. Therefore, you are eligible to pursue ECE from RV College of Engineering. However, you might face some trouble during placement as most of the top companies demand 65 percent throughout 10th, 12th and engineering to be eligible to appear for interviews.

IT and marine engineering are the best streams. Both the streams command good salary packages.

Of all the IIT's, Mumbai is colloquially considered at pole position. Hence you need to be with almost 95 percentile or more to get a seat in IIT-M in your desired stream.
Regular study of all subjects' every day and mock tests every week with analysis of result enabling less and less errors should be followed. Try to take crash course of coaching institutes. They normally teach you shortcuts cuts in answering questions.
