As far as Manipal is concerned, you will be having fee waiver on your academics, you need to pay for your residential, other facilities and aids.

The government colleges like NIT's do have lower fees. SGSITS - Indore is also have fees under Rs.3 lakhs and one of top engineering college. You can look for some good government colleges of various states, they generally do have lower fees.
