The government colleges like NIT's do have lower fees. SGSITS - Indore is also have fees under Rs.3 lakhs and one of top engineering college. You can look for some good government colleges of various states, they generally do have lower fees.

Some good universities of Germany are TU9s ,Ruhr Bochum, Weimar, RWTH Aachen University, Cologne University of Applied Sciences and many more. TU9 is the best university of Germany like TU Berlin, TU Dresden, TU Munich, etc.
