University change or college change after first year is completely dependent on the university and college norms. Some universities allow it and some won't plus you need to have good scores in first year to apply for the same. For further details, contact the university authorities.
Under the same university, it might not be difficult.

CME, Pune is for training personnel of Army, Air Force, Navy and Border Roads etc. There is no provision for direct admission in B.Tech at CME. Army Technical officers after CDS and NDA get trained at college.

You can get admission in Dr. APJ Abdul Kalam MIT College of Aerospace and Aeronautical Engineering in Pune by JEE and MHTCET.

In Maharashtra, the admission is based on CET conducted by state government. It's based on the syllabus of class 12th. So, to get admission in an engineering college in Maharashtra, you have to appear for state level entrance exam.
