Yes, there are two entrance exams for Karnataka:
1. COMEDK (for non-local persons)
2. KCET/DCET (Local Persons with 7 years locality in Karnataka)

The following are the top colleges in Tamil Nadu for instrumentation and control engineering:\
1) NIT Trichy
2) PSG College of Technology Coimbatore
3) Madras institute of technology
4) VIT University
5) SASTRA University
6) Amrita University
However, NIT Trichy and PSG tech are the best for BE in instrumentation and control engineering.
