Yes, you can pursue CSE after 12th class but necessary condition is that, you have to qualify 12th with minimum 65% aggregate then you are eligible to enter in any technical institute of India.

As per my idea, there is a lot of scope in mechatronics branch in India. It contributes to the development of new technologies, automation, good practices in the industry, innovation of processes, products and systems. It also opens the way to specializations in several important fields such as medicine, aeronautics, chemistry and information technologies. So, if you want to go for this branch, it is an evergreen branch but the main factor is it depends on the college. So, all the best for your future.

Take GRE and do MS from any good university in the USA and get a job there and after few years apply for the green card. The company will provide you with the green card if you will be a valuable employee for that company.
