It's hard to get CSE with your rank. You will get other branches. Fee structure- 75,000 per sem = 1,50,000 per year
Hostel - 10,000 per year
Mess fee - 3,700 per month.

Yes you can. If you are asking about the Government Polytechnic Mahaboobnagar, than you can change your college after first semester. Please write an application to Mahaboobnagar Polytechnic Principal regarding this and seek acceptance from the Masab Tank college.
