As per the JEE Main eligibility criteria B.Tech Biotechnology can be done after 12th with PCM. The eligibility criteria of JEE Main is given below. Eligibility : Should have passed 12th qualifying examination with Physics Mathematics and any one of Chemistry Biology Biotechnology, Technical Vocational Subject). So you can do the B.Tech Biotechnology after 12th with PCM.

Sorry, no you are not eligible for pursuing civil engineering because you are not qualified in 12th with PCM as subjects.

If your aim is to get job then of course you need formal qualifications. There are enough examples in India and world where even uneducated have succeeded in building up empire in software industry.
