Yes, you can pursue MSc Computer Science which requires pass with 50% aggregate marks in Bachelors degree (any discipline) or equivalent. Choose a college with care. You can go for a PhD so the university needs to provide some academic research facilities too.

Mechanical engineering too is a stream similar to other engineering streams so the admission criteria too is the same. So rely on your merit that would help you a long way. The admission process of engineering colleges is not difficult. The only thing is your result of the last degree you have pursued. You need to have a clear result at the time of admission or your result is awaited.

To get admission into BA, you need to pass in 10+2 and in most of the colleges in India, there is no such provision for direct entry into second year of BA for diploma holders of Electronics. You need class 12 marksheet with passing grades to get admission in a BA program.
