No, not at all. It depends upon the category of students. The fee is higher for general and lower for SC/ST or PWD.

Aeronautical Engineering is a niche branch and following are employers of Aeronautical Engineers in India: (a) Indian Air Force (b) DRDO (c) ISRO (d) Airlines as aircraft maintenance engineers (e) Universities (f) Aircraft manufacturing companies and its ancillaries etc. Indian Air Force and DRDO has lots of opening for Aeronautical Engineers. There are also lot of opportunities available abroad for Aeronautical Engineers.

Yes, you can get PES University for B.Tech CSE. The eligibility criteria of PES University is given below.
Eligibility Criteria : 60% aggregate marks in Physics + Math + Chemistry/Computer Science/ Electronics/ Biotechnology of 10+2 or equivalent from a recognized board.Test Scores in PESSAT (National level exam) or KCET (State level exam) required.

You have good academic background. Regarding call for admission, it would be better if you check with the college website and the minimum cutoff required to get a call from the institute. Every year the criteria changes for the admission or GD-PI call, hence I would suggest you to get in touch with the institute, or current year students of that institute.

Your JEE Main expected rank is about 381889. Hence, you can not get NITs and GFTIs. For IITs, you have to first qualify the JEE Advanced cutoff percentile declares after the JEE Main April exam. The best available option is to prepare yourself for the JEE Main April exam and improve your percentile above 94 for better options. However Private Engineering Colleges like LPU, Chandigarh University, TIET, Amity, etc. Are the other available options for you.
