IITs are the best engineering colleges in India, then the chronological order is like NIT, IIIT GFTIs and then deemed and state government colleges. In private colleges LPU, VIT, Manipal etc. Are good colleges for engineering. Just go through this link and fill out the required details

How to choose JEE Main Exam Centres/ Test Center? Visit the official website of JEE Main 2020. While filling application forms, choose the JEE Main exam center of your preference. Candidates will be allowed to select up to 4 test centers for offline exam and 1 test center for online exam (in order of preference).

That said, the general picture is that Iims prefer a well rounded personality - viz, you have to be excellent in your acads as well as in other co-curricular activities. As you can see from the above a CGPA of less than 6 would fetch you a very low rating. So, its difficult, but not impossible.

Candidates securing a rank between 7500- 27500 will be eligible for admissions in Vellore campus. The closing rank for Computer Science and Engineering (with Bioinformatics as specialization) went up till 7500 while for Computer Science and Engineering, it went up till 15000.
