It is an average college as compared to private colleges in Pune. But, in terms of placement CS IT, etc. are best for this college. If you want to take admission in other colleges, then Bharati Vidyapeeth is also best.

Yes, you can change your branch in 2nd year depend on which branch you want to take and availability of vacants seat.

You are already a mechanical engineer. You just need to learn a few things. There are plenty of online courses available but as a Shiksha counsellor, I cannot recommend any specific private course. You just google it.
