If you are looking for admission in computer science than IIIT-Gwalior is a better option than JNTU-Hyderabad. IIIT-Gwalior is centrally funded institute with specialised courses in CSE and IT. Even placements are better in IIITs. So, in my view IIIT is a better option.

Some good government colleges you can look for - SGSITE-Indore, IET-DAVV, Guru Ghasidas Vishwavidyalaya - Bilaspur, Jawaharlal Nehru Government Engineering College-Sundernagar, Parala Maharaja Engineering College- Berhampur.
