Yes, in B.K. Birla you can get admission directly, by paying donation amount. Now a days, they call it development fees.

No difference at all. These are just different jargons for the same thing. BE is old term and B.Tech is new term for the same course. CSE and CE are also nearly same again with CSE may be having one or more different subject.
