Most Bachelor degree programs are offered in German language. You need to be fluent in German besides meeting other academic requirements. Check DAAD website https://www.daad.in/en/study-research-in-germany/studying-in-germany/bachelor-studies/.

NO. You don't get any questions from your school textbooks. You can improve your communication skills in various ways: by reading English newspapers, articles on the Internet, novels, books, watching good English movies, playing vocabulary enhancing games, etc. "Word Power Made Easy" by Norman Lewis Sir is an effective book for improving one's English. For admission in MA Sociology, you need to have BA, BA (Hons.), B.Sc, so I don't think there would be a problem if you have any of the above-mentioned degree.
