If you want to be a BA in English Graduate, thEn you should opt for Hindu college (DU North Campus) and for Mass Communication, I will suggest you to opt GGSIP University rather than DU.

B.com cut off goes to 100 percent too. It depends on where do you want to study from? You may be able to make a go with 80% marks. But, lower than that means looking for evening college.

No, you get MA English, MA English literature and MA teaching of English. Almost all universities offer the course. Few of them are Indira Gandhi National Open University (IGNOU), English and Foreign Language University, University of Madras, Telugu University, Maulana Azad National Urdu University, Netaji Subhash Open University West Bengal (Teaching of English).

I will suggest English medium, because it will help you everywhere like writing and speaking. In international as well as national. But, Marathi is also not bad, if you want you can learn and looking forward to get job in Maharashtra and it is also a beautiful language.
