Since you don't have any Bachelor's background in Hindi it's hard to say. I would suggest IGNOU as it's relatively easy to get. But, it could be difficult to get admission in government colleges. But, enquire with individual colleges who have MA Hindi.

If the eligibility mentions CMAT, then no matter what the college will consider your application. If it doesn't mention CMAT, then the college is not going to give an exception for you.

B.Com would be a good choice. Trust me when I say this. Degree is not similar to class 12th. You can study more relaxed and based on your speed. But choose based on your interest only.
