Yes, some colleges might permit. Some may not. You have to take admission from Management Quota seats, if you have attempted the exam but secured low scores.

Not every college has entrance exams for admissions. Depends which college or university you want the admission at. Check the eligibility criteria at the website of your desired college or ask here with the college name.

With this rank, you can get admission only under Category 5. All the seats will be filled by 60k ranks, you have try only from management side and all the seats from management side will be under category 5.

No, VIT accepts only VITEEE rank. In order to take admission in B.Tech programmes you need to appear for VITEEE.
