This is a mode of language which college offers. You will have to check with the specific college you want to take admission in.

The fee structure at NIFT is Rs.2,20,000 per semester + Hostel and others charges.

Yes, you have to give IELTS, i.e. International English Language Testing System. It is basically an English exam which comprise of 4 module, i.e. reading, writing, listening and speaking.
All module will be rated in 1-9 bands and to study in UK after class 12th, you need to score overall 6 band with no less than 5.5 in each module.

Of course, it's a great idea but it will be worth if you really have interest in fashion designing.

Delhi University does not offer courses in fashion designing. You are advised to explore details on NIFT to meet your career aspirations.

M.Sc is for higher studies and is much more preferred than a diploma in fashion designing.
