No, it isn't. If you have done training from some reputed institute and your skills are worthwhile then Bachelor degree isn't vital. But, it's always recommended to have a Bachelor's degree to be on the safe side.

Certificates are generally different than diplomas - first these are short term courses (sometimes hourly) and also because they are given out to students who have passed a particular course of study not necessarily related to high school graduation requirements.
Diploma programs offer a more in-depth curriculum than a certificate, they are for a longer period depending on the course. But they are not at par with the degree.
Now coming to FTI Hyderabad - Certificate course is for 60 hours whereas Diploma is a 3 months course in Acting course.
