As per the prospectus of year 2019-2020 of M.G.R. Government Film and Television Institute, Chennai. The institute offers the following bachelor of Visual arts programs as under.
1. Cinematography
2. Digital Intermediate,
3. Audiography,
4. Direction & Screenplay writing,
5. Film editing
6. Animation and visual effects.
The engineering diploma in EEE and ECE are eligible for first three courses, while last three courses are required class 12th passed in any stream.
Hence, Diploma in film technology (Animation and Visual effects) is not here.

The only eligibility is a graduate degree from any recognized board or university or college whether it is regular or distance doesn't affect your eligibility. The entrance form of the FTII Pune comes generally in the month of May/July. To get admission, candidates have to pass the Preliminary Test and the Final Workshop. Candidates have to appear in all rounds organized by the authority to get admission in its arts related courses. Here, candidates can get the NSD 2019 complete details.

You can start your passion from Theatre, because through that you will get the all the basic and that give your platform to perform in front of real lovers of acting. But, my another suggestion is you should start any Bachelor’s degree like Mass Communication through that you can understand the value of media and you can start doing networking for your acting career, and to cover up your education .You should aim for National school of drama, through that you can achieve your goal and that’s a temple for all the aspiring actors.

There are many best colleges for Bachelors in Filmmaking, but I would recommend for a distance learning university, the name is Guglielmo Marconi distance learning Italian University. The course they offer is Bachelor Degree in Cinematic Arts, Film and Television. In this course, you get lectures, direct Interaction with the Instructor, etc.
