For admission in any Diploma, you have to passed 12th exam. Because 90% institutes takes admission on the minimum educational qualification 12th.

The selection process is much difficult as it gets big participation. Your Diploma in Computer has nothing to do with The Hariom. Direction diploma and if you complete it even, it is not the eligibility for that. Please check their website and see answers on Shiksha given.

If the Diploma is a PG Diploma, then Lateral entry is generally allowed. But in case a mere Diploma, you should be a graduate to do a PG degree then. Besides, you can check with the institution.
