16-years education is only required by universities in US and Canada. Countries like UK, France, Singapore, Australia etc. accepts 15-years or three-year Bachelor's degree from India.

Agree with Dr. Navarun Varma, you need to take up IELTS. After that, you need to apply to universities in Europe which offer architecture course, if luck prevails then you may even get a scholarship based on your performance in entrance exams by universities.
