If you don't have work experience you should opt for a MS Management program. France, Netherlands, Spain and UK have some of the best schools for MS Management. Don't worry about your grades, apply with a very good SOP and get your teachers to write impressive Recommendation letters, you may be required to take the GRE. HEC Paris, IE Business School, IESE, INSEAD and London Business School are some schools worth applying to. You can work part time, all international students can. 16-years education is only required by universities in US and Canada. Countries like UK, France, Singapore, Australia etc. accepts 15-years or three-year Bachelor's degree from India.
