Yes, you can and not only in France but anywhere. You have to, however, meet the admission requirements, have good grades, take exams like GMAT, etc., if required.

Typically you must be a good student, good grades during your 11th and 12th is required. You must take the IELTS very importantly. No other tests as such are required unlike in the USA. However, to apply to universities in the UK you have to apply via the UCAS common application web portal. You may type UCAS on google and find out. Where there is a will, there is a way. Even if you have scored 55% marks in your engineering, it's not the end. There are many other criteria also. But I suggest that you contact a specialist agency dealing with sending students abroad since they are aware of the different nuances in the whole procedure.

Yes, universities abroad offer scholarships to deserving applicants. This is also the case for France and Germany. You will be eligible for scholarship and these are given on merit basis at the time of admission.
