You can approach IGNOU or YCMOU or any private university in state to find out information since graduation percentage is low, you will have to settle at lower college in beginning, but get a job and then you can excel.

Not many colleges will offer you a direct course on 'Welfare and labour management'. However, you can study Masters in Human resource management instead, as welfare and labor management is part of the HRM subject itself and you will definitely study a paper or two on this subject as part of your HRM subject.IIM Calcutta ranks first, else you may also try for an admission at IIM Ahmedabad, IIM Bangalore, IIM Indore, IIM Lucknow, IIT Kharagpur, IIT Bombay, IIT Delhi, IIT Madras, XLRI, ISB Hyderabad and SP Jain Institute of Management.

It may be valid depending upon the college rules and regulation. Every college has a minimum attendance requirement for the student to be eligible for the Exams. It's important to maintain that, otherwise, an experience with the degree will always give you an upper hand, from those who do not have it. I hope this may help you.
