Work experience is not required in India. Which one is better will depend on the university and also on your career plans. In India we have renowned business schools like ISB and IIM, the only ones which are globally recognized, if you get through one of these your life is set. Germany on the other hand has top notch universities like WHU Otto Beisheim, Mannheim Business School, etc. If you want to finally settle down in India get into a top ranked school so that employers here value your degree.

You are indeed eligible to apply. It is difficult to say about your admission. It will depend on your overall profile, the kind of applicants applying for the same course etc. They will evaluate your profile holistically from marks scored to your research work etc.

The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.
