Check through the websites. You'll get all the colleges and also DAAD organise information-sessions in a few cities in India for Masters and Bachelors programme. Also, you can find a lot of scholarship based on the college you're pursuing in but you've to check the eligibility from that site. To pursue your Masters in Germany, you must have completed your Bachelor's degree with very good percentage. Say above 80% is recommended. You must also take IELTS. Additional knowledge of the German language is also recommended.

The CGPA is too low, though you can apply but your application won't be accepted because of the low percentage. You can try other countries like Australia and if interested in Europe then you can try Poland, Ireland, Czech Republic, etc.
