The CGPA is too low, though you can apply but your application won't be accepted because of the low percentage. You can try other countries like Australia and if interested in Europe then you can try Poland, Ireland, Czech Republic, etc.

1. Clear IIT-JEE Main and Advanced
2. Spend a year at a university in India
3. Do Studienkolleg
After that, you need to pass TestDaf up to level c2 to prove your knowledge of German language. The requirements of your respective field can be found on the website of the university.

Diplomas are not accepted for applications to study in Germany. If you want to study Bachelor degree now in Germany, you have to clear IIT-JEE advance or check other countries.

You can find options in Italy. You must also note that MBA programs require two to three years of working experience. Direct admissions after graduation is very difficult. You must also take GMAT. IELTS is also required.
