Eligibility depends on the university and the region. Any good university and particularly in Germany you will require a very good academic record, above 75% is minimum in your Bachelor's degree in engineering. IELTS must be taken. GRE is not a mandate but you can look at university requirements and prepare. Work experience is not required as well for MS, but a solid internship is preferred.

Yes, you can apply but it is going to be competitive. If you can show some research work like publications, papers, excellent innovative projects, certifications, etc. It will be better. Good reference letters are very much required. Some students with a low percentage also get accepted when their documents and profiles are very strong like SOP, reference letters, extracurriculars, awards and achievements, etc.

Amongst the options, USA and Canada are English speaking countries and excellent for studying Medicine. Besides the country, more important is the college or University you study at. Germany is also home to prominent medical universities. But the education is in German language completely. Russia has been a choice of many Asian and African students to study medicine since many universities in Russia have started providing support in English medium and Russian is taught gradually.
