Selection in German Universities is based on academic performance is 10th and 12th class board examinations. In additional student is required to submit good Statement of Purpose(SOP) and recommendations from school teachers. Majority of the engineering courses are taught in German language, although English is also a medium of teaching. Therefore, German language certification will be an added plus for seeking admission in German Universities.

Majority of the undergraduate programs are offered in German or in dual language that is both English and German. Due to the rise in international students however many programs are available which are taught in English. You must visit the university websites and check if the program you plan to study is offered in English or German. Cost of education is almost free, semester fee of 150 to 500 Euro may be charged. However you need to note that 13 years education is required to pursue Bachelors degree in Germany. You cannot apply after class 12. Please read the article here

You can consider countries like Sweden, Belgium (KU Leuven is well known for computer science), France, Netherlands and Switzerland for pursuing CS course.

Like German applicants, foreign students applying for admission to study at TUM must also have a higher education entrance qualification. If the school-leaving degree is not comparable to the German university entrance qualification, direct admission can only be granted after attending Studienkollegs (preparatory studies) and after having taken the university qualification assessment examination. It is difficult to get job directly based on Indian University degrees and experience in Germany unless you have super specialist skills because of visa restrictions and challenges.
