Every other civil or government service in the country is the specialist service, and each person to some extent reaches the top of hierarchy, but in the end our structure is such that the final say is with the IAS officers. Except for some departments like science and technology, defence research and maybe a few more departments, where the specialist is the Secretary. Railways is one exception (don't know for how long). So IAS officer has in a way become the super generalist. The officer's reach is phenomenal and definitely the best job in goal today from this point of view. I strongly recommend you to first check your age that you are eligible or not because every year age limit is changing and if you are eligible then you can prepare via class 11th and 12th NCERT books of PCM and you can follow Pathfinders NDA by Arihant Publication for more guidelines.

It depends on your interest and what are your preferences. At first, you ask yourself that you want to go for civil services (government job) or business and management is your passion. What makes you feel good? Both are very reputed sectors and you have many responsibilities. Both offer you attractive salary and various perks. However, our society gives preferences to the government jobs. You have the option to go for management after you take up a government job but vice versa is not possible. Check out all the pros n cons of both the options and decide according to your condition and interest.

You have not mentioned your stream which you opted for in 12th class, so it is difficult to suggest you something but to become an IAS officer, you need to be a graduate or studying in the last semester of graduation course, the stream doesn't matter if you have a degree, you are eligible. Most subjects included in UPSC are of humanities stream so you need to be good in that particular portion and there will be a paper which is concerned to your subject that you have studied in your graduation so you need to put quite a hard work.
