Hi,
You are not eligible for GPAT being in 3rd year of B.Pharamcy. But in the 4th year, you can apply for this exam as final year students of B.Pharamcy are eligible.

GPAT is Graduate Pharmaceutical Aptitude Test is an entrance exam for M.Pharma. Students who wish to pursue M.Pharm after completing B.Pharma can apply for this exam. Candidate who are in last year of B.Pharma can apply for this exam.

No, as you haven't qualified GPAT you are not eligible for NIPER as NIPER is the premier and most prestigious institution for Pharmacy. Unqualified candidates can opt for private colleges for M.Pharm or if they publish the requirement of candidates due to unavailability then you can fill up but in most cases this never happened.
