Your friend have to wait until ACPC publishes vacant seats info of each colleges. Then at the end of regular admission process, ACPC gives permission to colleges to fill in vacant seats without CMAT. At that time you may apply for MBA without CMAT.
Keeping reading newspapers and visit acpc website for regular updates.

There is no college named "B.K.Modi". In Ahmadabad there are two colleges, one with the name B.K. School of Business Management and other is B.K.Majumdar college.
Based upon your CMAT score try for following colleges.
1)B.K.School of Business Management
2)GLS
3)H.L.College of commerce
4)Ahmadabad University
5)B.K.Majumdar college.
