In HBTI, admission is done through JEE Mains. IET is under UPSEE. Please specify your rank. Is it your general rank or BCAF rank?

In the written admission test there are two parts: one is MMA and the other is PQB.
In MMA there are 30 MCQ questions each carrying 4 marks from 10+2 level. According to me the level of questions is between JEE Main and JEE Advanced mathematics question paper. So prepare well. Any JEE Advanced book is suggested. Also solve the previous question papers and some sample papers from ISI website, then you'll have an idea of the question pattern.
In PQB section there are 10 or 11 questions and you need to solve 6 questions each carrying 20 marks, so total 120 marks. Here people from mechanical background will get an advantage over other depart

Yes, you can get good govt. colleges, be it NITs or autonomous institutes of your state where your admissions will be under home-state quota. Try for MANIT, MVNIT, NIT -Durgapur and NIT-Jamshedpur. Also, try for autonomous institutes of your state (which come under NIRF rankings under 100).

Recorrecting your Exam name to UPSEE, you have excellent rank and you need not to worry. For HBTU, it takes through JEE Mains only. You can get into UP's top Universities such as UPTU's BIET Jhansi etc. and all such colleges accepting UPSEE.

Yes, you'll get into HBTU with this rank. Moreover, you'll not be able to get CSE for sure as the previous cutoff for HBTU CSE is too far from your rank so its likely to deviate. Moreover, you'll get branches such as Mech, BIOTECH , CIVIL, EEE , IT/ECE (less chances).
