You can register yourself as a Part Time Ph.D. scholar without leaving present job. There are different rules and regulations to enroll in Part Time Ph.D. programme in different Universities and colleges.

Yes, you can do LLB after B.Com.
Admissions are purely Entrance based. CLAT / ISAT / SET / AILET. Etc. Plus, Lot of private colleges conduct their own entrance besides accepting ISAT scores.
