Since you didn't mention the course, it's difficult to say, but in most of the courses English is compulsory for admission, For a candidate, who has not studied English as a subject, the condition of English may be waived off provided the candidate in his qualifying exam has studied in English medium. You need to pass English from NIOS at least for being eligible.

Sociology will be a better option instead of Hindi as sociology is easier in comparison to Hindi as Hindi is a language and to do Master's in any language will always be tough if you will compare it with any other subject. Rest my suggestion will be that make your choice according to your interest because if you will choose subject according to your interest than it will be easy for you to learn.

I think you have already answered it by saying Bachelor of Science. Hindi or English is not Science subject, so you will not have any art subject in your B.Sc. Hope it helps.
