Hello,
UGC NET exam is conducted in 81 subjects by national testing agency NTA for assistant professor and junior research fellowship in national institutes. There are two papers conducted, paper 1 is common for all the subjects and consists of questions related to the mental ability and reasoning & teaching aptitude. On the other hand, paper 2 consists of questions related to your post-graduation or its related subjects. You must have deep knowledge of the History subjects to qualify the paper 2. The important topics of UGC NET History subjects are :

Yes you can pursue BA Honors, but as the competition is high you should not change your stream just have back plan kn which you can do better. It's better to pursue course in your stream itself. It's upto you.

JNU as an Institution is the most Democratic place in India. It allows you to write your answers in either languages (I. e Hindi and English). Some people might object that if it is that much democratic, why don't it allows to write Answers in all 22 languages mentioned in Schedule 8 of Indian constitution. The reason is that Evaluation process involves The faculty members of JNU only.
