You don't need to worry about the percentage once you are aspiring for CA.
The only eligibility condition for CA foundation is that you need to complete class 12th from a recognised institution as well as from recognise board.
No matter what marks you have secured in your class 12th exam you just need to provide your 10th and 12th marksheets as a documentation in the foundation registration.
Be it ICAI Delhi or any other City there is no cut off in the chartered accountancy course.

The official ICAI website is where you can register for admission to Chartered Accountancy CA courses. For this session, the application process is now complete. Therefore, you need to apply for the next phase of the CA exam. The registration process for the next phase of ICAI is expected to begin in April 2023. The course fee for the CA Foundation course is Rs. 300. For CA, there are no colleges.
You need to prepare for it from coaching and material provided by ICAI.

Yes, you can pursue CA. Your percentage doesn't matter here.
You just need to clear every exam, and you will be awarded CA Certificate.
