There are so many options that it is obvious to be confused. However, since you completed your Bachelor's you should be knowing by now what your interests are or what your career plans are. Ask yourself why you want to study abroad. Identify your likes and dislikes. Investing at this phase of your life without knowing what you want will be a big risk. Also since you did not mention your subjects it gets difficult to suggest anything like depending on your education background you can perhaps do education, teaching, counseling, psychology, linguistics, mass communication, media studies, fashion design and so on. Admissions are not based on IELTS scores alone, you must mention how much he scored in his college and what he wants to study? Alternatively, you can check the university websites for the entry requirements and know it.

Melbourne Business School is the top most university. 59% is not a great score, but you can try applying. An IELTS score of 6.5 or higher is recommended. Another good university is RMIT.
