It depends which university you are targeting. You may get a chance in a tier 3 college which may not be even accredited. If you are looking for a recognized degree I am afraid you must have to take the GMAT and must also possess some work experience.

Please first check the entry requirements, many post-secondary certificates are below Bachelor's degree. In that case, chances of admission or even visa are low. You can check your concerned college website for details. Visa is not a guarantee if you are applying to a course for which you are overqualified. Otherwise, it will also depend on your overall application package.

The method you are applying to search for top universities is not correct, no university will give you admission on basis of your IELTS scores alone. You must check your academic percentage and also you did not tell what you want to study. The best thing is to first decide what you want to study and share more information.
