You can go for B.Ed after your B.Tech. Eligibility criteria for B.Ed in most of the top universities is to pass with 55% aggregate marks in B.Tech, or BE with specialization in Science and Mathematics, rest it may vary with the university you choose.

Yes, you can write in Bengali version of B.Com in IGNOU, however you should carefully read instructions before giving exams because university made changes any time.

The arrangements that you are seeking are not possible. Once you take admission in BA in IGNOU, why do you want to change over? IGNOU in itself has a good reputation. You may meet the principal of the regular college seeking his/her advice, but I am afraid it's not feasible.
